This is still the case in the UK and most of the world. It's not politically correct to say it, but it checks out statistically. Usually sex offenses are committed by family members or other acquaintances the victim already knows. Ditto for child abductions. Cases of random strangers molesting or abducting kids are rare, and if police and hiring departments at schools and youth programs can access the registry you can prevent most child sex offenses without risking vigilantism or leaving a guy permanently unemployed because he had sex with a 16yo at 18 in certain states.
