It starts from a profitable enterprise but then suffers mission bloat. The EIC trade posts were profitable but then when Indian kangdoms were destabilised since the defeat of the ex hegemonic Mughals(with the confederation that did it now breaking down) they've decided to step in to stabilise it and eventually they're stuck governing a country and have to make it all profitable. They ask the government for subsidy to build railroads, after all regional integration should improve economy and you can figure out how it goes from there. It's very similar in Africa where trade posts and supply stations(later coaling stations too) were then expanded beyond need because there surely were resources there(that nobody needed at the price it would be profitable to start exploitation of most of them).
