Yeah that's the issue, it was a bait and switch.
But it's been repealed already.
The ballot initiative was to reduce the sentences for 'non-serious crimes' after it passed the legislature changed a bunch of crimes to non-serious that no one would think are non-serious, there was a dude who dismembered a body he was suspected of murdering who got out without bail, and child trafficking of course.
What you posted isn't the 'actual law' but the ballot language, the ballot language is drafted by a non-partisan (so Democrats in CA) office to be neutral; but in this case there were multiple issues that compounded. The actual legal changes were broader than as described in the ballot language and gave more room to the legislature to alter later, they totally failed to indicate that what we were ACTUALLY doing is creating a package of felonies that would be reduced to misdemeanors, but that we had no way of knowing what those laws would be and a body that contains literally dozens of homosexual pedophiles would ultimately make the call.
And the funniest part is EVEN if you strictly interpreted the initiative, and only changed possession and petty theft, the law was an absolute disaster, historic overdose levels, surging drug-addicted homeless population, and removing any penalty for shoplifting was predictably catastrophic.
