It really isn't. There are several websites where you can look up USE flags. You also don't need to set up local USE flags for every single package you emerge. That's fucking autistic. The global USE flags you set up during your install are the most important ones.

Gentoo is great for optimizing a computer to make the most out of its resources. It's a niche system for people that do software development with lots of compiling, pentesters and cybersecurity people, and a few other edge cases. Certainly agree with you, that I would not run a business with Gentoo, I don't think it was made with that objective in mind either.
