Breaking signed ToS is not automatically actionable IIRC, but that's not even really the point. If someone IS willing to put in a lot of effort into the initial subpoenas/investigations and you don't have godlike OpSec, even if you've done nothing illegal, they can force you to spend money on defense, try to get temporary injunctions preventing you from continuing your activities until after the case ends, then hold you up in court for months or years while you bleed out your wallet

They will have declared that you owe them your domains, services, and any random sum in damages by default, then have all of it forcibly seized
Sorry if I'm going off on a tangent, but I do know of someone who had a really close call, and after that I started considering this side of things a lot more, especially because my usecase for scraping typically consists of public solutions I intend to commercialize in some form. Terms-of-services are contracts, there's reasons why Nitter and Bibliogram didn't just YOLO on signing them with hundreds of thousands of users besides ratelimits.
I'm not saying you shouldn't use accounts, I'm saying to use your head.
