Nope. That's a painstaking process especially for something as involved as pants. Doing it with a sewing machine is fairly straightforward so long as you find a pattern and follow it closely. Improvising is where you're going to run in to trouble. Pants in particular have small margin for error. Precise measurements are a big deal if you want them to fit reasonably well. The only common thing harder to make for men are suit jackets.

Buy sewing machine. Low end model of a name brand like Singer or Brother. No amazon mystery brands. Any minor savings you get from chinese junk will be paid back in headache and aggravation. Also don't pay extra for doodads and gimmicks. You don't need 20 different programmable stitch styles.
