He's not judge and/or jury--the mandate he gave himself is to stop the bad guys, not hear their sob stories.
Now, if Bruce Wayne was on one of those juries, and got to really hear all the negative factors impacting such a hypothetical young person and driving them to do such heinous stuff, I guess it would depend on the situation?
I don't think he's the kind to read Trump's ad about the Central Park Five and agree and think, "fry 'em all," or instead say, "those boys deserve a second chance"--he'd probably just be more concerned over his not being there in time to stop the crime from happening in the first place.
