Yeah. I don't really see them do that in end-consumer marketing and I think their marketing department realises that in the hard cheese world, for all but the vanishingly small proportion of "foodies" - there's Parmeggiano Regiano DOP, and then there's everything else. Then again they maybe should focus on restaurants more. I worked at a mid-tier restaurant in Lithuania and we put it on our pizzas and pastas, it was perfectly serviceable - and corporate loved the savings.

"Europeans" are about as divided as americans, which resolves this contradiction you're pointing out (although the reasoning is less "purely historical" and more "I want to export and not deal with counterfeiting").
The people who like protected designations are farmers. Farmers typically lean conservative and right, and they don't much like immigrants either. However, they are not all-powerful, and politics is all about compromise. PDOs are a want that the farmers managed to secure for themselves (IIRC with little resistance). There's also the thing that some farmers, especially bigger agri companies, may be dealing with worker shortages and might actually like cheap workforce (similar dilemma to Elon and other american conservatives over H1B visas, I think), but this is more situational.
