This explicitly has failed massively. There are more STEM degree holders not working in STEM than there are STEM jobs TOTAL in the USA, and we make millions more STEM degree holders every year AND import more migrants to do STEM work than there are STEM openings every year. This didn't uplift people, it just made degrees worth less and worthless.
