I think everyone should run a full node (same reason why everyone shall vote), but also only those who have an actual clue shall weight in the decision making (same way mindless drones don't really matter in the governance of a country)
this makes bitcoin hard to update, that's intended. just look at the covenant subject. this is a good example of how in depth discussions are, updates are adopted when it's a clear benefit for everyone (bug fixes are another example of updates with very broad consensus)
