Unwinnable battle. Once roaches are in an apartment building they're there forever. It would literally take evicting all of the current tenants, removing all of their leftover property and then having a professional exterminator go through the entire building.
Roach free complexes never last because all it takes is one slob moving his stuff in from his previous place to have one fucking roach crawling around in the box he has all his vidya consoles in and bloop, within a matter of months the entire building is infested.
