Yes it does, it literally has the soul of Satan in it and it wants to return to Sauron. Sauron doesn't look for the ring as much as the ring also calls out to Sauron when worn or when not tucked away in a pocket or cave.

It isn't sentient but there's a lot of weirdness with the Ring "popping up" here and there to different owners before it fell into Gollum's hand which suggests a very limited effect or ability to be "found" by people.
