See, that's where you are wrong. If she said no, what you ought to have done is smile, shrug, and say something like "Oh, well. If you change your mind let me know.". Then, when you see her again you would act totally cool as if it doesn't bother you, and like you've got better things to do than deal with her. Say hi, or whatever, but let her be the one that feels awkward. If you do it right, she'll wonder if there was something wrong with her that you were so blasie about brushing off her rejection. Then you've got to feed it a bit, and keep her emotions on the hook. Example: Leave your apartment dressed well with flowers and wine (as if you are going on a date). Time it so you're leaving your apartment at the moment you normally pass her in the hallway. Do other things like this on a psuedo-routine basis. It makes her feel as if you are a sought after man by women and makes her wonder if she is actually missing out, getting passed up. (Her woman brain goes like this: "looks like her id desired by other women", "that means he is a really catch", "maybe I should get him before another woman does", etc.) Again, if you do it right, she'll eventually approach you, or ther may come a moment when you feel it is the right time to act. If that happens, don'tinvite her directly. Instead invite her to something as if it is a total after thought. This keeps her intrigue elevated. Obviously, this is fairly complex, but women are complex, what can I say.

Of course, if she says no, you could also just accept it and move on. The above only applies if you are really trying to "conquer" her.
