It would be easier to list the things that actually go right on that fight:

That's it, that's the only good thing the fight has.

It fails at being emotional because the entire conflict is carried by Toga alone, who's overall an awful character. Uraraka has absolutely nothing to do with her or any reason to care for her, and instead of creating an organic and interesting reason for Ochako to engage with Toga on the emotional level he just shoves his half assed romantic subplot there.
So now the only 2 relevant women in the story fight for the dick of the MC (said MC who barely interacts with them on a romantic level)
Not only that but Toga's reasons to love Deku are meme worthy at best, basically you could replace Deku and Ochako for anyone else and the plot would go the same way (and it would still be garbage)

I will try to put my own opinions aside (because for me the way Hori wants to "white wash" criminals like Toga is disgusting)
Toga giving her life to Save Ochako is such a Meh moment because they legit have nothing in common, at least Toga is insane and I can see her deluding herself to the point of giving her life like that, but in the end everything she does ends up amounting to nothing.
Uraraka is still irrelevant, the romantic subplot goes nowhere, and Ochako crying for the mass murderer just lacks impact because of what I already explained

And let's not talk about the non existent fight choreography, dynamic, the absurdness of Ochako allowing Toga to rampage in the middle of a warzone just to talk about boys, Hori's usual "Do X but harder" a approach at writing powers, and how stupid it was for Ochako to end up half dead in the first place.
Only people who think this turd had any emotional weight are the ones who ship these two together
