If your reaction to any depiction of incontinence that isn't actively vilifying it is to other it with the label of fetishism, you don't understand discrimination on a meaningful level. Nyuu pisses herself once at the very start to showcase how total her regression from Lucy is.

Any other occasions of it relate to an incontinent abuse victim who directly ties into the themes of discrimination through how her condition kept her isolated from others until she got invited to stay with the other main characters who accepted her for who she was, unlike her own father who dismissed her efforts to prove that she was more than just her incontinence through her studies and viewed her with disdain for the condition he himself caused by abusing her. Actual pissfag manga artists don't care enough to explore the stigma and mistreatment that people face for having accidents, and just draw girls with troubles holding it in refusing to wear diapers for flimsy reasons (because pissfags want to see the piss) and thus constantly pissing themselves in front of crowds who conveniently forget all about it by the very next day.

The manga handles the themes of discrimination far better than the anime does in general, as it actually acknowledges that there's nuance to the matter where the outgroup actually has to put in some effort to co-exist as well and can't play the victim while actively being aggressors rather than reducing it to a generic juvenile teenage angst "humans are the real monsters" story.
