What he did was negotiate a clusterfuck and kicked the can down the road to pin it on the next president. He made this deal with the Taliban while completely excluding the ANA, giving them absolutely no opportunity to participate or work out any kind of transition plan. He set the timeline for withdrawal after his presidency ended and, voila, Biden got stuck with the mess.
