this is cliche garbage and i'm glad fallout didn't go this route. society still has all sorts of cultural and intellectual legacy from before the bombs fell, it's not literally a return to ancient sumer. caesar's legion is the only tasteful implementation of this sort of thing that i've seen, where the leader is quite explicitly trying to cut off from pre-war legacies
