He didn't have the time. It was two seconds from the car moving out until he hit it. 2 seconds is the given reaction time for road users when it comes to avoiding collisions, an experienced rider may have a lower reaction time but you can't say this with any degree of certainty.

What we do know is this was the frame when the car started moving out. That distance is about 15m which would place him, at minimum (I'm treating the car as a static object), 20mph faster than the flow of traffic. Which is more than double >>27618143 recommends.

Legally he was probably in the green, but he wasn't riding in a manner suitable for the road conditions.
