Can I see the treaty that says that? The only treaty to that effect is one that forbids NATO from stationing non-German troops in former East Germany, which is upheld to this day.
Also why would the sovereignty of Russia (which definitely isn't being threatened by NATO, are you crazy?) be worth more than the sovereignty of the states that decide to join NATO?
