For pros tracing can serve two purposes:
It can be used for efficiency, which why the old schoolers like Wood used it.
Or it can be used for aesthetic purposes, which is one reason Inio Asano uses it. I imagine it takes much longer for his backgrounds than if he just sketched up some generic scene, but it's much more immersive.
In either case one needs to know how to draw in order to make it work, and adapt it into one's own style. Also work in a collage-method, never straight-up rips of imagery. Also taking one's own photographs helps to avoid copyright issues.
