No, it's about when making your character and you get a choice between

>background 4
You expect they would all be relatively equally supported when it comes to how often they pop up, how they influence the game, how fun they are, how good they are and so on.

You do not expect background 1, 2 and 4 to be utterly useless, almost never show up and almost never be relevant. You do not expect only background 3 to have 5x the amount of interactions as 1, 2 and 4 combined and utterly shit on them in terms of quality, how fun they are and how good they are.
When you make this background choice you (rightfully) assume as a player that they will be roughly equally supported and offer different experiences.

It's the same way like picking a weapon specialization for spears but there only exists 1 spear type, but 30 different longsword types, but both options are presented equally when making your character.
Or like trying to make a Dex or Str build, but only Int builds are viable, have proper gear for it, allow you to make choices during the game and so on.

The fundamental aspect of an RPG where you make a character and make choices is that the decisions you make should be supported. It doesn't mean that Intimidate should always lead to as many positive options as Persuade, but there should be roughly the same amount of interactions, when Intimidate makes sense to be present during dialogue it should be there, it should result in satisfying interactions you enjoy and so on.
