it's getting harder, but still doable
we lucked out a bit and found a 3.5 acre plot about 35 miles from town (western oregon), that already had planning permission on it. it's forest land, so the state/county was super picky about allowing SFD's out here.

the way we did it was to go through a building company (adair homes) and get a construction loan.

>construction cost on the house: 130k
>site dev: 50k (grading/ excavation/clearing the firebreak)
>septic/well/etc permit costs: 15k
>down payment: ~25k

the construction loan covered all the costs, and upon building completion converted to a conventional mortgage. it sounds expensive, but after the build was completed the property was valued at around 500k, vs the 260ish we financed. You definitely come out ahead when building vs buying (and no PMI). Our mortgage now is only $1300ish out the door.

Construction loans usually have a 12 month term, at which point you need to have the entire project completed. getting through the county took 4 months, and that was with the permit already in place -- otherwise it would have been a year for that approval alone. TL;DR plan on buying your land in cash, then hold off on taking out a construction loan until you know you'll be able to build (there's some obvious risk here, buy the land and the county could just say "no, you can't build here, for reasons".)

All this was done on 2 middle class salaries (135k household income), but that's kind of the minimum in 2022 to even buy a house, period. (which is a terrible omen of things to come in the US)
