Bomb threats phoned into a victim can be def charged as it's clear the perpetrator intended to cause terror and panic, but idly saying stuff online to uninvolved persons, when no reasonable person would have reason to believe your comments would incite terror unto victims would probably be thrown out by a da before it ever hit a jury.

My guess is the FBI saw him saying this, maybe he has a history or red flags, they forwarded it to the sheriff's dept who decided to arrest him and charge him for it, but as stated by others in here, unless if they already have, or find, something more than posts on an anonymous message board, it most likely will get dropped assuming the guy doesn't plead guilty or make some other admission of guilt
