What I'm describing is the Republican party promising to do something and failing to do it.

Firstly, this is a WHOLE lot of cope for the fact that Republicans fail at passing policy. Secondly, this only proves my point. Republicans can fail to pass any sort of policy when they're in power yet their voters still remain loyal despite the fact that they had every resource and opportunity to do the job they were hired to do and failed. Trump promised a laundry list of policy proposals and not only failed to pass any of them but lied and shifted blame when he was called on it. Did his voters abandon him? Did his party abandon him? The answer is no This example only proves my point.
