I mean, Reagan also proposed NAFTA, but Mexico is not our main competitor, China is, and Mexico acts like the US's "back yard", a source of natural resources and light low tech industry to support US heavy high tech industry. The benefits outweigh the costs. You just don't understand economics. If Reagan is guilty of anything it is not going far enough.
