Corruption is one of the strongest indicators of whether a state will be developed or not. High corruption = low development. Low corruption = high development.
There probably are examples of highly developed corrupt countries, but there aren't many.
Forget education, or bullshit indicators like 'human rights' or 'women's freedom' or anything. Corruption (or lack of) is the strongest indicator for a country.
If Angola is corrupt, it could have all the resources in the world and still be a shithole. Whereas Singapore - a country that has no resources because it's fucking miniscule - has little corruption and is one of the most developed places in the world.
